South Korean officials and independent weapons experts increasingly believe that North Korea may be attempting to bolster its weapons of mass destruction capability by developing biological weapons.
South Korean government reports that have recently been cited by Harvard University say that North Korea has 13 types of biological agents which it can weaponize quickly — within 10 days.
The most likely of those are anthrax and smallpox strains. Of those, experts say anthrax would be the best choice as it is more hearty and can survive in varied conditions. Plus, it can be released in aerosol form and is very deadly.
In June 2015, leader Kim Jong-un toured a North Korean bio-technical institute, though officials in Pyongyang said the facility manufactured pesticides. Some machinery displayed in reports broadcast at the time alarmed bio-weapons experts.
That machinery included industrial-scale fermenters which weapons experts say could produce biologicals on a massive scale.
The threat is taken seriously enough by South Korea that the government regularly states mock WMD drills. [source]
