I used to build military/first responder radios and associated equipment at Harris RF Communications; we sold many trunked “P25” systems to municipalities all over the US- and many of these were encrypted! Not necessarily the hi-end .mil version of encryption, but well beyond any civilian scanner’s capabilities. It was obvious if patriot groups were relying on scanner traffic for real SIGINT, you were screwed. Also, just as I was leaving they were working on a hand-held product meant for individual soldiers to be able to precisely locate any nearby RF activity and save the location or somehow record the data and forward etc. Old fashioned wired comms might actually be safer though there goes your mobility! The toys the monied Govt types have put us at quite a disadvantage to say the least. Soon even keying a walkie-talkie will get a thermal-imaging drone taking your picture and sending your position info with you maybe totally unaware.
